I. Our Vision & Mission
Our goal is to foster a harmonious, helpful, and interactive living environment reminiscent of a “Kampung” spirit, where residents support one another regardless of race or religion. By treating the entire Precinct as an extension of our own homes, we commit to maintaining superior facilities and landscapes. We believe that a well-maintained environment improves the Feng Shui and overall quality of life, ultimately enhancing our collective property value.
II. Core Principles
A. Transparency: Financial & Operational Openness
- Digital Accountability: Financial accounts will be finalized monthly and shared online with all residents for real-time monitoring.
- Procurement Thresholds:
- Operational Purchases: Small-ticket items (under RM500) or essential common goods (e.g., PC, mobile, CCTV parts) may be approved without three quotations to maintain administrative speed.
- Major Works: Any project exceeding RM10,000 requires a minimum of three (3) competitive quotations shared with the community. If no objections or superior quotes are received within one (1) week, the Committee will proceed.
- Emergency Protocol: To ensure the Precinct remains secure, repairs for critical systems (barrier gates, CCTV, access systems) following a breakdown or lightning strike will proceed immediately. For emergency costs exceeding RM10,000, a full report will be issued to residents.
- Anti-Splitting Policy: Artificially splitting invoices to bypass AGM approval for upgrades is strictly prohibited. Committee members are personally accountable for this and may be subject to ROS (Registry of Societies) investigation.
- Inclusive Consensus: To maximize resident participation beyond the physical AGM, official voting and feedback forms will be used to gain consensus for major upgrades or improvements.
B. Integrity: Leadership & Service Standards
- Vetting & Conduct: All members must remain in good standing with the ROS. To lead by example, members must settle their maintenance fees by the 15th of every month.
- Commitment Incentives: In instances where the Committee manages the estate directly (without engaging a managing agent/company), members are proposed to receive a monthly incentive of RM1,000 or a full waiver of maintenance fees as recognition for their time and liability.
- Active Contribution: Members are expected to actively provide suggestions and participate in discussions. Failure to attend meetings three (3) times in a single year will result in replacement.
- Governance Cycles: An AGM must be held annually, with a Committee re-election conducted at least once every two (2) years.
- Succession & Minimum Quorum: * Resigned seats may be filled by volunteers. If the number of active members falls below four (4), an EGM must be called for a new election.
- If a Committee cannot be formed, a Managing Agent will facilitate operations, and all significant decisions (e.g., major repairs) will be decided by a majority vote of the residents.
C. Efficiency: Technological Integration
- Smart Management: We will fully utilize technology, including online payment gateways, e-forms, and AI-enhanced surveillance (e.g., Hikvision Acusense) to monitor guard performance and perimeter integrity.
- Automation Goals: Our long-term strategy is to supplement or replace manual monitoring with advanced tech, such as AI perimeter CCTVs and drone patrolling.
- Security Personnel Excellence: We will engage high-quality security teams who are:
- Proficient in written and spoken Malay or English.
- Capable of managing daily issues: visitor registration, noise control (after 11 PM), irresponsible pet ownership, and parking violations (e.g., blocking junctions).
